If you are submitting the application on behalf of the client or owner of the property, you must ensure you obtain their authorisation.

Full plans applications

To avoid delays, please ensure you provide a full set of plans with specification and structural calculations and drawings where required.

Applications for buildings subject to the Regulatory Reform (Fire Safety) Order must be submitted as a full plans application

If the applicant is not the client, please ensure you complete a Client Authorisation Form.

Building Notice applications

Can only be used for houses occupied as single private dwellings and you are not building over or close to (within 3m) a public sewer or shared drain which is shown on any map of sewers.

Work carried out to premises subject to the Regulatory Reform (Fire Safety) Order cannot be submitted on a Building Notice.

We will not carry out an full compliance check on plans submitted with a Building notice but we may request further information from you so we can assess the work against technical standards.

Charges

The Building (Local Authority Charges) Regulations, authorises a local authority, if satisfied that an estimate is not reasonable, or where no fee is submitted, to treat the plans as if they had not been deposited.

The applicant is liable to pay the fee. This usually means the owner or occupier of the property to which the application relates. The applicant is responsible despite and contract they may have with the builder or other person to pay the fee.

Payment of charge

We will either telephone you when your application has been registered or send you an email with your reference number and a link for payment.

We still accept cheques. Cheques made payable to " LONDON BOROUGH OF BROMLEY "

The Council reserve the right to request a further fee if subsequent examination of the application shows the fee paid to be incorrect.

Notice of commencement and other inspections

This is applicable for work carried out under full plans and building notices.

You are required to give the council notice at various stages of the work. This ideally should be by email. It is helpful to include the name and contact details of the builder.

A Notice of Commencement of work must be notified at least two days before work starts.

On completion of the work, you are required to submit a Notice of Completion when you request a completion inspection.

Without this form, we cannot issue a Completion Certificate.

The Party Wall etc Act 1996 

Your attention is drawn to the above Act. This Act confers rights and duties with regard to work on an existing wall shared with another person, building on the boundary with a neighbouring property or excavating near a neighbouring building. Building Control Guidelines for required inspections

A site visit may be required at the following stages of construction work. It is the duty of the owner or person responsible for the work to notify us at these stages. 

  • Commencement
  • Foundation Excavation
  • Damp Proof Course
  • Oversite Preparation
  • Steel beams and other structural supports in place
  • Surface Water Drains Laid
  • Foul Water Drains Laid
  • Final Drains Test
  • Completion
  • Occupation

Subject to the appropriate professional judgement or risk assessment, inspection may be required of:

a) works which, in the opinion of the Local Authority Building Control, would constitute unusual designs or methods of construction;

b) work relating to fire safety;

c) any type of work, construction, equipment or material which could, if not verified, cause defects which would, in the opinion of the Local Authority Building Control, be seriously detrimental to the fundamental purposes of the Building Regulations; any additional areas of work necessary for the subsequent issue of a certificate at completion.

If your application is a Part P (electrical safety) relevant application and you have opted for Building Control to deal with these aspects of the regulations,

Part P electrical work

You are required to give the Council Notice of Commencement of work at least two days before work starts. 

You will be contacted by “T Williams Electrical Ltd”, who act as an agent for the council in respect of these works, to arrange the necessary inspections and testing of the proposed electrical installation.

Ensure you obtain a copy of the Installer’s Electrical Installation Test Certificate compliant with BS7671 and supply a copy to the local authority and notify us of Completion of works.

You do not need to notify Building Control for the following electrical work:

1. Work carried out under a Competent Person Scheme

A person or firm who is a member of a recognised scheme. They are allowed to certify their own work and they will tell the Council that the work has been properly installed and tested. Anyone who is a member of one of the self-certification schemes will be able to produce written proof of membership.

2. Work consisting of:

  • Replacing accessories such as socket-outlets, control switches and ceiling roses
  • Replacing the cable for a single circuit only, where damaged, for example, by fire, rodent or impact.
  • Re-fixing or replacing the enclosures of existing installation components
  • Providing mechanical protection to existing fixed installations

3. Work that is not in a kitchen or special location* and does not involve a special installation* and consists of:

  • Adding lighting points (light fittings and switches) to an existing circuit
  • Adding socket-outlets and fused spurs to an existing ring or radial circuit
  • Installing or upgrading main or supplementary equipotential bonding

* Special locations and installations (adding electrical work or new installations as noted below requires notification to Building Control)

  • Kitchens
  • Locations containing a bath tub or shower basin
  • Swimming pools or paddling pools
  • Hot air saunas
  • Electric floor or ceiling heating systems
  • Garden Lighting or power installations
  • Solar photovoltaic (PV) power supply systems
  • Small scale generators such as microCHP units
  • Extra low voltage lighting installations, other than pre-assembled, CE-marked lighting sets
