Internal audit

Purpose

Internal audit is an independent, objective assurance and consulting activity designed to add value to improve the London Borough of Bromley’s operations.

It helps the council accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, controls and governance processes. 

Internal audit is a statutory requirement. The Accounts and Audit Regulations 2015 require the council as a “relevant body” to “undertake an effective internal audit to evaluate the effectiveness of its risk management, control and governance processes”. 

Clients and reporting

The council’s Audit and Risk Management Sub-Committee has delegated responsibility for overseeing the work of internal audit. The distribution of internal audit reports is set out within the terms of reference issued prior to an audit. Significant findings are reported to Chief Officers, the Chief Executive and Audit and Risk Management Committee. 

Services

The service aims to achieve the mission of internal audit as set out in the Public Sector Internal Audit Standards to: “enhance and protect organisational value by providing risk-based and objective assurance, advice and insight.”

To achieve this mission, internal audit will, through the provision of objective and timely assurance and advice:

  • Facilitate the council’s achievement of its core purpose and its objectives as set out in ‘Making Bromley Even Better’ and other supporting strategies
  • Enhance the effectiveness of governance, risk management and control throughout the council 
  • Make an effective contribution towards the ethical governance and culture of the council, including the counter fraud culture and framework
