A further thirty-one more motorists have been prosecuted for Blue Badge misuse offences in the borough.

These latest prosecutions form part of the council’s ongoing campaign to protect the integrity of the Blue Badge scheme. The offenders were ordered to pay £20,960 in total fines and costs.

Twenty of the cases involved vehicle drivers who were guilty of displaying cancelled Blue Badges, five of which were stolen, one had been deleted from the national database, three had been cancelled as lost and eleven badges were displayed after the holders had passed away.

The other eleven cases involved vehicle owners who were prosecuted under section 17 of the Greater London Council (General Powers) Act 1972 for failing to provide information relating to the identification of a driver after a suspected Blue Badge misuse incident. Eight of these cases involved the display of stolen badges, two involved badges that were displayed after the badge holders had passed away and one involved a badge that was displayed after being cancelled as lost.

In all thirty-one cases, cancelled badges were used so that the drivers could take advantage of parking concessions they were not entitled to. Only individuals who have a physical or non-physical disability affecting their mobility are entitled to use the benefits associated with the Blue Badge scheme to help them park within a manageable distance of their destination.

A council spokesperson said: “Our work to stop Blue Badge very much continues. As part of this, we are carrying out real time checks on the status of all badges seen on display. Where we find a cancelled badge on display, a thorough investigation will follow which is likely to lead to prosecution, with the convicted motorist facing a fine of up to £1,000. If you are in possession of a Blue Badge that you are not entitled to use, please do not use it or you risk facing prosecution. Instead, please return the badge to whoever has issued the badge, with this information on the badge itself.”

Blue Badges were displayed after the holders had passed away in the cases associated with:

  • Kamron Lawal of Manwood Road, Brockley, and
  • Essex Security Services Ltd of Cray Avenue, Orpington.

A Blue Badge that had been cancelled as lost was displayed in the case associated with:

  • Lionel Young-Litchmore of Inchmery Road, Catford.

The Blue Badges displayed in all but three of the offences were issued by authorities outside of the London Borough of Bromley and six cases involved Bromley residents. More than 130 prosecutions have taken place for similar Blue Badge misuse related offences in Bromley during the last year. A Blue Badge must be returned to the issuing authority shown on the front of the badge in any of the following circumstances; the badge has expired, the holder’s medical condition/mobility improves and they are no longer eligible, a replacement has been issued for a lost or stolen badge and the original is found, the badge is damaged or illegible, the holder no longer needs the badge because they are confined to the house, or the holder has passed away.

Blue Badge misuse is a criminal offence which can lead to a £1,000 fine and confiscation of the badge. Anyone who suspects that a blue badge is being used for the benefit of a person who is not the badge holder can report their concerns.
