Consultation on the London Borough of Bromley’s Draft Statement of Licensing Policy 2025 to 2030.

Dear Councillor, Sir or Madam,

In accordance with statutory requirements, the council is obligated to review and publish its Statement of Licensing Policy every five years, or earlier if amendments are necessary.

As part of this review, the council has conducted its second Cumulative Impact Assessment to evaluate the necessity of maintaining the two existing Cumulative Impact Areas (CIAs) in Bromley and Beckenham. The findings of this assessment have led to the removal of these CIAs from the Licensing Policy, along with this change a comprehensive review of the current policy was also undertaken.

This review has resulted in significant updates to both the content and structure of the current Licensing Policy. Unlike previous revisions, which primarily involved minor updates within the existing framework, the revised policy has been extensively reformatted to ensure alignment with the latest Statutory Guidance issued under Section 182 of the Licensing Act 2003, while also reflecting evolving industry practices.

Given the extensive nature of these amendments, a direct comparison between the existing and proposed policies is not practicable. Instead, a Change Log has been provided, outlining the key modifications, including additions and omissions, to enhance clarity and usability.

A notable change in the revised policy is the relocation of substantial legislative and guidance-related content from the main body of the policy to appendices. This approach enables the council to update these supplementary documents as required, without necessitating formal amendments to the core policy.

As part of this consultation process, the council is engaging with statutory bodies and key stakeholders regarding the proposed revisions before the policy is considered by the Licensing Committee and recommended for adoption by Full Council.

Draft replacement policy

The council welcomes feedback on the draft policy. All comments received will be duly considered and, where appropriate, presented to the General Purposes and Licensing Committee for potential incorporation into the final document.
