Where can I find the proposals and who agreed them?
The latest proposals, including the review of the existing parking and permit charges were submitted to the November 2024 Committee. The full agenda and minutes are available at: Agenda for Environment and Community Services Policy Development and Scrutiny Committee on Wednesday 20 November 2024, 7.00 pm.
The specific section of the agenda relating to the parking proposals is item 13c - (Public Pack)Agenda Document for Environment and Community Services Policy Development and Scrutiny Committee, 20/11/2024 19:00 which contains the reasoning behind each of the proposals, including the review of the parking fees and permit charges. There is also an outline of the business cases to support the proposals contained in the report.
How were the public notified of the proposals?
To legally introduce such proposals, it is a requirement that a Public Notice of Variation is published in the public domain for a minimum period of 21 days, before the proposals come into effect.
The Public Notice was published in the Bromley News Shopper on 26 February. In addition, a hard copy version of the Public Notice was also displayed in all car parks for public inspection.
Advanced information notices were also placed in the affected car parks last week to notify the public of the proposed changes.
When do the proposals come into effect?
The following proposals came into effect on 1 April 2025:
- A freeze on the current prices for all on street parking permits.
- The extension of the daytime tariff up to 9pm in most car parks.
- The creation of a one-off fixed charge to cover the evening period from 9pm to 12 midnight in most car parks.
- The re-designation of Mitre Close car park, Bromley Town Centre to a maximum stay car park of 2 hours.
- To introduce additional charging days to the majority of car parks where prior to 1 April 2025 there was no charge to park.
What about the other proposals agreed at Committee?
There were two other proposals agreed at Committee, however, it was agreed shortly after that they would not be pursued. The two proposals were the introduction of charging to park in Norman Park and charging Blue Badge holders to park in Bromley car parks.
Is there a grace period after the new proposals come into effect?
There is effectively no grace period, however, the following customer service initiative has been put in place to assist the public in transitioning to the new charges and other changes:
- Warning notices, (nil charge Penalty Charge Notices - PCNs), will be issued by Civil Enforcement Officers for a period of 2 weeks from 1 April in the car parks where extended chargeable periods have been introduced, during the extended periods, i.e. evenings and/or Sundays. Details of the extended hours and days can be found in the Public Notice and by searching the car park directory.
Will warning notices be issued to everyone?
No, full charge PCNs will be issued in the following circumstances:
- From 1 April, full charge PCNs will be issued to motorists who do not make payment or stay beyond the period purchased during the operating hours that applied prior to 1 April 2025. For example, if the car park operated between 8am and 6:30pm, Monday to Saturday, prior to 1 April 2025, then any motorist who parks in contravention during this period will be issued with a full charge PCN.
- Full charge PCNs will be issued at all times to motorists who park beyond bay markings or in parking places not designated for their type of vehicle, such as non-electric vehicle types in electric vehicle charging bays or non-disabled badge holders who park in disabled bays, etc.
- Full charge PCNs will be issued in all circumstances to motorists who park in contravention at any on-street pay to park area for any reason.

Can Blue Badge holders still park free?
Yes, Blue Badge holders can still park free of charge in car parks operated by London Borough of Bromley. None of the proposals that came into effect on 1 April will impact on the concessions already available to Blue Badge holders.
