How to make a challenge or formal representation
When making your challenge or representation against the PCN, please include any supporting evidence and ensure that you provide the following details:

the PCN number,
- the vehicle registration, and
- your name and full postal address.
Supporting evidence
As an example, if your mitigating circumstances involve a medical emergency, a letter from the hospital or your GP would be required to confirm the emergency. An appointment card detailing a routine appointment or examination would not be accepted as evidence of an emergency.
Other mitigating circumstances may include incidences of vehicle breakdown when the driver would be expected to remove the vehicle within 24 hours. In these circumstances, appropriate evidence, such as vehicle recovery documentation would be required.
