Loading and unloading

On yellow lines 

Waiting on yellow lines is only permitted for picking up or setting down passengers when the vehicle should not be left unattended. Motorists are also permitted to wait for the purpose of loading or unloading heavy or bulky goods, or those of a type which could not easily or safely be carried from a correct parking place further away Examples include large glass panels, hazardous materials, etc.  

If, a Civil Enforcement Officer (CEO), identifies no sign of legitimate loading or unloading activity being carried out during a brief observation period, a Penalty Charge Notice (PCN) may be issued.

  • If a CEO observes the activity of loading or unloading taking place, a maximum of 40 minutes will be allowed for this purpose. If the CEO finds the vehicle still parked after the period has lapsed, regardless of whether the activity of loading or unloading is still being carried out, the motorist will be liable for a PCN. Loading and unloading does not include shopping. 

In loading bays 

Loading and unloading in specified loading bays is permitted for heavy or bulky goods but should only be carried out as shown on nearby signs. A PCN may be issued where a vehicle is parked; 

  • in a loading bay without clear evidence of loading/unloading, 

  • in the bay after the activity of loading/unloading has been completed, 

  • outside of specified loading/unloading times, or 

  • in the bay while continuing to carry out the loading activity for longer than the maximum time permitted as shown on the nearby sign. 

Loading restrictions 

Yellow kerb markings indicate that there is a loading ban during the times shown on adjacent white time plates and you should not stop here for any reason at the times shown. Signs are not required for double yellow kerb markings which mean that the loading ban applies at any time. 

Parking dispensation (for parking on a single yellow line during the restricted period) 

If you need to park on a single yellow line to load or unload a large amount of goods, which would take longer than 40 minutes, or to carry out works on an adjacent property etc, then you should apply online in advance for a parking dispensation.
