Broken down vehicles
If your vehicle has broken down, genuinely cannot be moved and is parked incorrectly please leave a note on the dashboard / fascia, saying why you cannot move the vehicle and add the time and date. Although this will not prevent the issue of a PCN, your note will be captured as evidence by the Civil Enforcement Officer and considered alongside any challenge that is made against the issue of the PCN.
If a PCN is issued, you will be required to provide proof to support your claim of breakdown, such as a vehicle recovery document, confirmation of repairs, etc. The information you provide will be checked by an authorised officer as part of any investigation if a challenge against the issue of the PCN is made. For audit purposes, we cannot cancel a PCN in circumstances where a vehicle has broken down without verifiable documentary evidence.
